I have a 74 Javelin. I had to drop the tank for repairs. I noticed that top of tank has a vent line. The line is then attached to a rubber tube than a Metal line that goes up to left side of engine Bay. It is then capped off with a rubber cap. That can’t be correct. Does anyone know where it should go? If it is supposed to go to a canister I cannot find it. I would like to hook it all up correctly. Please be specific if you know as I am handy but a bit of a Novice.

Got to be vacuum charcoal canister.  Someone will chime in with more specific info.

Ok. Does anybody sell one or have one? How exactly do I hook it up? Also Without it can it cause a Gas Smell or any damage?

first, does your car have all of its emissions controls?  Or are they missing as well?

If you're not going for concours correct, I wouldn't worry about it.  You have no emissions equipment for it to connect to.  Just make sure the hose is not compromised anywhere between where it connects to the tank and where its capped off.

GM cars of the 1970's used the same canisters that AMC cars used. They were made by Rochester Products. 

The fuel tank vent line first goes to a small plastic cylinder mounted near the gas tank on the frame rail. This is a liquid fuel separator that allows only vapor but not liquid to pass. A line from the seperator then runs up to the charcoal canister under the hood.

The canister has two hoses: the vapor inlet from the vapor separator, and a purge outlet that connects to a barb on the underside of the carburetor air cleaner snorkel. Air flowing through the air cleaner creates a draft on that barb, which sucks the fuel vapor out of the canister.

Not Needed....
In fact, the day prior to us picking up Linda's '74 Javelin, the Dealer removed all the Emissions Equipment, including the Manifold Bypass Connection Tubes....
All the misc Emission items were in a cardboard box in the trunk when we picked up the car....
We kept everything, but was never needed to inspect the car in Texas....
