TorqueyAMX What is that program?  I know you said you cant get it anymore, but i have so many old computers it's worth a shot looking through them.

From the exif data on the picture (text stored in the image to identify stuff such as time created) it looks like he used "CompuPic", there's still a version of it out, it's a bit old, but it's there:

Gimp is a good free image manipulation tool, it's free and open source so there are a lot of people out there using it and developing for it, it just isn't as smooth to use for stuff as Photoshop in my opinion, I still use it the most though.

I do have gimp and for a free program it's pretty good.

It's a program called "Fauve Matisse". Unfortunately, it was sold off and I think absorbed by Macromedia and allowed to just go away.
 
It's simple and fast.  I used Compupic Pro to resized things and Fauve Matisse to manipulate things. I also have old MGI Photosuite to do other things.
