You dont need assy lube in the pump to get a prime. Fill the filter with oil and spin the pump backwards till you feel a prime then turn the pump clockwise to pre lube the engine

Obviously, a stock 360...
Try packing or priming it. OR maybe the oil pan pick up spacer is disloged allowing the pick up to be against the bottom of the oil pan cutting off all oil supply. Another common issue is the broken exhaust valve stem seals blocking the cylinder head oil returns. But with this one you get oil pressure for a minute or so before the oil light coming on.

How thick is the new gasket, and was there damage to the pump housing end plate, as there needs to be minimum clearance there to generate good pressure, if it was a new car I`d say test the sensor, you should put a different meter on there to check the actual pressure.

Make sure the gasket was the same thickness as old or measure gear clearance. then pack like said above.

It sounds like everything was working fine, but the pump was leaking. Plumbing in a pressure gauge for peace of mind won't hurt, but isn't absolutely necessary IMO. From the sound of it, you didn't pack the gears in the pump, so it didn't start up. As you can see, there are various tricks people use that requires removal of the distributor. I see no reason to do that when all you have to do is pack the gears with Vasoline as the TSM states. If you have the distributor out for other reasons, then those tricks are valid. It would be a good idea to compare the thickness of the new gasket to the old one, but it's probably good. Just make sure to get ALL of the old gasket off the pump housing/end plate. Failure to do so could result in more leaks, or excessive end play in the pump gears, which will kill oil pressure.
