I know this is an old thread but I'll respond anyways. 
Once you 'foul' the plugs you're not necessarily going to see positive results even after making corrections. Sure sometimes it'll 'clean out' sometimes NOT. Carbon fouled gas soaked plugs won't be useful. Toss them! The carb ought to able to be adjusted for a clean idle - meaning your description of black plugs being a result of just idling is not a mitigation. Simply put the carbs either out of adjustment or needs work. Fighting your issues without addressing these basics is counterproductive to say the least.
