Drum Brake spacer ?

Okay feller,
I have what looks to be a spacer but on drum brakes that doesn't make a lot of sense. Searching here for an answer, most talk about spacers on rotors not drums for wheel clearance from the caliper. Anyways, as so many before me, I forgot what came off and didn't take pics or document. These spacers fit the bolt patteren perfectly but make no sense. Neither the  part manual nor TSM show them.
Are they spacers?
Any ideas would be great.

Were there NON FACTORY wheels on the car?  Spacer might have been needed to clear the drum for those wheels.

No sir, the factory wheel were on it .. and it's nice cuz the marking on the wheel match up with the build date of the car. Kind of thinking someone added them for no real reason. I'm close to having the brakes back together so I'll put the wheels on to see if everything clears. I just thought that maybe they came from something else.

Factory wheel studs are not super-long to begin with, if a spacer is not needed I wouldn’t use it.

The spacers installed by the factory were to provide wheel clearance for the calipers. Obviously that would not be needed for drum brakes.

Some PO added them, but why? Possibly:
  • a set of wide tires were rubbing, and the spacer provided the needed offset
  • an aftermarket acorn lug nut jammed before properly seating on the rim and the spacers "shortened" the lug studs.

There could be other reasons. Your best approach would be to install the wheels without the spacers, ensure the wheel and lug nuts properly seat, and verify there is not tire interference with the body (if drum on front, make sure to turn the steering wheel in each direction). If it all checks out, you don't need the spacers.

Thanks guys,
 I thought they were spacers but couldn't figure why. To your points I never thought it might have something to do with the lugs being long.
Either way will be doing as suggested checking all the clearences.

There was a factory spacer on rear drums that was used when they pressed the hub a little too far on the axle.  It's in the parts book.  It went under the drum and was about .06 thick
