Sounds to me like the float might be bad. If it is a brass float gas tends to eat threw them and the sink and keep adding fuel. The later type fuel floats tend to get fuel soaked and sink too. So, I might want to check that. I had it happen on my 1975 Pacer I had . I've got a brass gas tank float from my 69 Javelin from 50 year in the gas tank that gas ate threw. It does happen. LRDaum

FYI….tested the 2nd fuel pump and The pressure was 1 pound less than the new Napa pump I took off. Threw the old float valve and spring assembly back into the carb and readjusted the float level. Reinstalled every thing and fired it up. NO CHANGE….fuel still overflowed from the float bowl. 

A couple of folks have mentioned fuel pressure level numbers of 3psi and they are right. I installed the adjustable 1 to 4 psi inline fuel regulator and it solved the problems.

Thanks, this is what I was going to do, but I took a guess and because the parts place had one in stock I put a in line fuel pressure regulator in and it is working now.

The throttle linkage is different but if you use your base plate, the silver colored part at the bottom in the photo, you will be fine.

I would not re-use the old carb's throttle base. The throttle shaft and the bore it rides in is a major source of wear. They eventually get loose, leak a lot of air and screw up idle and smog.

But if it's tight it would be fine of course. I'd inspect it closely. COmpare to the new one.
