From what i recall with mine, there is a slight differences in shape, as they seem to be mirror copies. If using police control arms its easier to tell, with the steel reinforcement on one of the bushed ends when installing.

The 67-72 parts book shows a Left and Right. Also shows a L&R for the "Fleet" application which I would assume includes police.  I don't know if there is a difference between the front and rear bushing so that could be what makes them for a specific side?  They dont break down the bushings, just references a Bushing-Kit for the complete arm.

Bushings are the same, and install from the outer sides on UCA.

The kicker is LCA, even though they are the same, the bushing is installed to reflect on which side the arm is used.
