It seems like the cost of the headers would justify the swap to a 4.0L head.

That's what I always recommend! Better head and valve cover, and a factory header to boot, all for about the same price as a new Clifford header. It's a bit more work, but at that point worth it. Change the cam while you have the head off and you really get a boost in power! The head and header alone only give a 3-5 hp boost, regardless of the "25-30 hp" you sometimes read about on the Internet. Those guys are swapping the entire EFI system and head. They also may have had other issues with the carb and/or ignition system (you have to change ignition when swapping to EFI) which makes it feel like a lot more power than swapping to a well tuned carb engine with systems in good condition. Ollie, Jack Clifford passed away some time ago. Clifford Research changed hands, I think before his death. I don't think anyone from the family is working there, but I'm not sure. I seem to recall that ownership passed to what was his shop foreman though.

At the time I was dealing with them, Frank, his son Larry was running the show. That's been at least 5 years ago........ I just found this post June 8, 2015, listed in member's projects; Ollie's 66 American Convertible. That's when I got my Clifford Headers Having AMC Fun, Ollie
