The flat head cam is different from the OHV. Duration is more on the flatty (248 degrees vs 244). Timing is slightly different -- intake opens 10* BTDC on flatty, 12.5* BTDC on OHV, Closes 58* ABDC/51.5* ABDC. Exhaust opens 49* BBDC/53.5* BBDC (flatty/OHV), closes 19* ATDC/10* ATDC. Lift on the cam lobe is way more on the flatty since it doesn't have rocker arms. Rockers are 1.5:1 ratio on the OHV.

The cams will physically interchange though. It might be possible to use a flatty cam to grind a better OHV cam due to the bigger lobe, but you couldn't use an OHV cam in a flat head.
