I take them apart and clean things up, replate the steel parts, lube the follower where it sits in the depression in the plate (those get corroded and it makes it hard for that follower to pivot or turn) and rivet things back together.
When you have the plate so you are facing the cam or the cam is directly facing you DO NOT attempt to turn it clockwise more than enough to turn the follower and open the contacts!
It should turn full revolutions COUNTER clockwise as you are looking at the cam, but it will only turn far enough to turn or rotate the follower enough to open the contacts. Any further you can mess things up.
It will turn counter-clockwise and nudge the follower to close the contacts again and continue turning so you should be able to turn it pretty easily by hand counter-clockwise.
These get really stiff as the plating and steel in the depressed area where the follower pivots get oxidizes or even rusted. The shoulder rivet the cam turns on can get oxidized and eventually rust as well making the cam hard to turn.

If yours is in decent condition, if it's restorable - I have some ready to go and could work out an "exchange" price, assuming yours can be restored/repaired.  (pictures might help resolve your problems with yours anyway)

(I've got to find more shoulder rivets so I can take the two here apart completely for plating, the one on top is ready to go)

Backed up further than a NYC sewer system right now but thought I could pop in hit this one real quickly as I've got these on my bench and several apart right now anyway...............................

I bet the pin on the little plastic cam is NOT in the correct position between the metal tabs on the main gear. The symptom you mention that occasionally the wipers park correctly are the symptom of the pin being in the wrong position.

And I thought vacuum wipers were a PITA. They're a piece of cake compared to the electrics! Only two wear parts!

Finding backwards air pressure is the main problem.

After removing the cam follower, and deburring the worn areas the contacts open when the cam is rotated clockwise as you described consistently. Re-installed the front plate and the wipers park in the same place every time! Thanks Bill for the information.

Cool. I got 5 free minutes to come back and say I've got VERY detailed photos showing exactly what belongs where, how it works - close-ups taken as I was putting two of them back together and riveting the switch parts back in place. So the pics show each piece, where it goes and how it operates.

These don't take much for them to get a bit out of whack. I just restored one that was rusted so bad the cam didn't turn and the insulator on the front was chipped out in two places.

Wife sicker than crap now after returning from her quilting retreat so back at it.......
