the tail and parking lights are turned on by a seperate part of the light switch. Not sure, may also be fused seperately.
OK, I checked my 77 Hornet owner manual, there is a 14 amp fuse that handles the following:
tail lights
parking lights
license plate light
side marker light
So I'd start there, otherwise, possibly the switch.
