This gentleman drives to the local shows, avgas as I remember, race fuel on the track. Not too far and hard to keep it under 3500 RPM cruising. Streetable is all in perception I guess?
Just stating that Indy BB Mopar heads/intake have and can be done with good results.
Who does this work, no idea.
As far as drag racing goes, all I read states that keeping the engine at peak HP for shifting will give the fastest times and torque is secondary to RPM in acceleration when geared correctly.
Fastest times start at peak torque and move to peak HP before gear shifting.
If this holds true then a higher peak HP RPM should have the advantage.
But I only read and am not a drag racer!

This post has now ran so far off the rails from what the original poster asked I think it's time to start a new thread on heads rather than keep trashing his post.

For what it's worth my chassis builder told me 25 years ago to never use more than a 3.75" maximum stroke crank in a drag race engine. He's point is that once you start crossing that number the engines start producing more torque than the average local dragstrips can provide traction. If you're racing at a national event then traction is no problem, but 99% of us do not race at high quality prepped tracks. You can not win if you break traction at any point along the run, so building a torque monster is counter productive in the long run. Food for thought troopers.

To try to slightly stay on track to the OP here is an example of max cu in with an AMC block and crank. 449 cu in. And absolutely correct the thread really drifted.
