Can Control arm bushings be rebuilt with new rubber or urethane ?

Some of the urethane bushings are designed to be installed into the steel shell of the factory bushing. So you need to remove the rubber, clean the steel, and install the urethane. I'm not sure if all are like that or not.

If you are referring to 70 - up front control arms Yes, you can rebuild them using urethane bushings. As mbwicz stated you will need to reuse the steel outer sleeves from the stock bushing to do that. Here are the upper bushings and the arms I rebuilt for my Gremlin. I didn't use urethane on the lower arms (or the strut rods). I decided to use a spherical ball joints instead to free up the suspension and to allow more + caster for better handling. The spherical ball will allow the suspension to work without binding like the OE style lower bushings tend to do especially when you try a dial in more + caster to the front end alignment. For the early Americans, I'm fabricating bushings from the old shells and store-bough poly (soft) halfs from Ridetech. They've worked better than stock for more than five years, I now prefer them over rubber.
