Not necessarily....the electric wiper motors have an attached 4 wire harness that plugs into the dash switch so those two wires you see may have some other application.  Trace them back and see where they go under the dash.   Do you have a correct wire diagram?  That would also be helpful....

A two wire plug is also used for automatic cars for the kickdown switch.  Stick and auto cars have this plug, but stick cars don't use it. Dave

Hum.. could be the kickdown wires for the automatic or possibly the tach wires.  Honestly, nothing comes to mind poking from the dash in that location.

What colors are the wires?  Maybe that will help someone with a wiring diagram.

Tach wires are in their own harness and they're yellow and blue with ring lugs on the end. The kickdown wires are blue and blue with a tracer that have a single two wire plastic connector right above the gas pedal location. As for the electric wipers, there's a brown single power feed wire stub with a black plastic connector that's part of the main wiring harness on every car. If the car had electric wipers it would have an electric windshield washer pump mounted on the washer fluid bag and there would be a separate single black wire with a black plastic connector at the switch that feeds this pump.
As for other "loose" wires in this general area you would have the separate harness wires for the parking brake warning light.
Long time AMC fan. Ambassador 343, AMX 390, Hornet 360, Spirit 304 and Javelin 390. All but javelin bought new.
