401 str-11 with 600 vac secondaries. 50cc accelerator pump and #50 nozzles. I cant seem get idle down .I check flap inside carbs seem to be closed all the way. The  curb idle screw out all the way out..Also when air screws are all way in car will still run The only way to lower idle is by turning distributor its acting like the idle screw the more you turn it the fast the engine runs.Cant get it in time I think because of high idle . thanks

Spray intake with carb cleaner. Im sure you will find

Preferably with the carbs off check to see if the throttles
are closing all the way. If so make sure there is no mechanical
interfearance or binding in the carb likage on the carb and or
in the external linkage.
 
Failing that it sounds like a big air leak. Be sure the
PCV ports on the carb are plugged or plumbed in correctly.
 
 
Post a photo(s), that can help.

Sounds like the secondary throttles are stuck open or the adjustment screw on them has been tampered with.

I agree with the previous post.
 
I am no longer all that familiar with street type Holley's.
I assume you are running 4160s.
You may not be able to shut the carbs enough to get a proper idle.
This is the first thing you need to attack. Make CERTAIN the throttles are closed.
Most carbs have a hard stop so you can not bind the plates, this may have to be altered
to allow for a closed position.

Thanks Boris: They are 4160 im trying to post pics but i cant seem to be able to move they from my email to forum . How would i go about modifiny carbs?

You want the throttles on both primary and secondary
plates/shafts to be as close to closed as possible without shutting completely.
Shutting them to firm bore contact can make em stick.
 
Examine all linkages to be sure there is no binding after installation.
This will be a starting point, from there, if all is good, you will need
to use the primary throttle adjustment to set the idle.

Sounds like vac leak, spray bottle of water, spray around manifold/ head contact area and base of carb for sucking, possibly bad PVC valve or brake booster valve even the booster itself.
