The hard line shown attached to the pump runs along the left valve cover then connects to a hose connected to the tee (actually "Y") above the PCV valve. A second hose (not shown here) goes from the top of the pump to the fitting on the driver's side of the wiper motor.

The vacuum fuel pump only boosts the available manifold vacuum to help drive the wipers under low vacuum conditions. A common problem is with the vacuum wiper motor, when the leather seals on the paddle inside dry up and/or wear out and don't seal properly. The other is leaks in the control valve assembly. Do the wipers speed up when you let-off on the gas? If so, try driving downhill all the time.....Wink

Seriously, you might need the motor rebuilt. A quick search found these guys:

They might be able to help you out.

Peter Stathes also does wiper motor rebuilds but before you send the motor out, make sure the vacuum hose is connected to the side port and not the bottom one, that the control cable is properly adjusted, and you have good vacuum at the motor (also make sure the engine itself has good idle vacuum and there are no leaks in the line going to the pump). If you have a TSM, it will list the test procedure.

Also, the wipers move the fastest when engine vacuum is highest which happens with the throttle closed.

70D,  you do have a big cam in your 360? if you do, vaccum in the engine may be lower than stock, so your wipers may not work as well.......
