My Dad made a tester from a 12 volt flasher and two pig tails with alligator clips.  He used it across the terminals of the blown fuse.  When the clicking stopped he had found the problem.

Smart guy. I learned a lot from my dad and I miss him now that he is gone. That generation knew how to improvise and get by without buying lots of specialized tools.

While a short tester is handy, technology has given us inexpensive high tech tools such as a digital multimeter which at one point costs $100's if dollars but now can be bought from Harbor Freight for under a 5 spot on sale and they are just as good as if not better than something that was state of the art 20 years ago.
The ohms or voltage scale can be used to test for shorts too. Granted a little knowledge makes you dangerous but a little knowledge in how to use it correctly can save a ton of money over time.
