How many RPM in neutral ?

1300 rpm would only be about 30mph in high gear,  sounds like something engine related,  not transmission.

I believe he's meaning it never gets over 1300 RPM in any gear before it shifts up.

Modulator valve or vacuum line issue.....

Now if it simply won't ever rev over 1300 even in high, so won't go over 30 mph, that's different.
Then it's got engine issues that won't allow it to rev over 1300 rpm....... or at least under load.

But if it shifts quickly from one to the next and never goes over about 1300 rpm before it shifts, that's a throttle pressure issue, most likely the modulator system.

(these are known for a quick shift from 1st to second - very quick - it's in second before I leave my driveway)

bill d... you hit the nail right on the head....she is inthird gear before I get to 40.... then full throttle can't get over 70 miles per hour.... but if I put it in neutral in rev the engine it gets up to about 4000 rpm..... even if I manually shift down from first t... rpm's won't get over 1500. it's like she's justra a cruiser... thanks bill d... looking forward for your input

If 70 is all she'll do,  full throttle,  high gear,  something is basically wrong with more than just the transmission.
A 343 in a Rebel was a 110-120 mph car depending on rear end ratio.

Hey there Bill.d...any suggestions on how I should go about checking to see I'd its the modulator..or how to check the vacuum lines on the carburetor......could it be vacuum lines to the transmission? Thanks for all your help so far I appreciate it...

I bet the guys at SoCal AMC Forum can recommend a good local AMC mechanic for you.

There's a vacuum line that runs from the engine to the vacuum modulator on the trans (passenger side, towards rear of transmission) Sometimes it's a metal tube with rubber vacuum ends on it to make the two attachments -one end to the engine vacuum source, one end to the trans... check it

Sad but true, if you're not mechanically inclined, you'll need to find a mechanic you can trust, whereas some might milk you if they see you don't know much about the car.

What ignition system is it running?

I had something like this when I first installed the HEI system, wasn't getting the full 12 volts. Mine wouldn't rev past about 2000 rpm.

If your car will only do 70mph in top gear,  then you need to start looking for problems other than just the transmission.
