How many bolts retain the front fender to the vehicle ? There are 2 hidden by the plastic kick-panel that I've accessed, and I've removed a total of 11 bolts yet the fender doesn't want to budge. Any ideas as to what I'm missing ?

What AMC are you working on ?
On some cars they brazed the fenders to the rocker panel in one spot. Some cars had the fenders rails smeared with sealant, then the fenders set on that fresh sealant. Various combinations on different cars, different years.

My car is a 1965 Marlin. Is there a solvent that will soften the sealant ? Can you confirm that there are 12 bolts that hold the fender to the rest of the car ?

If it's set in sealant, take a heat gun and soften it up, if it doesn't just pull up, take a pry tool like you use to remove upholstery, and gently pry it up.
Have you checked for brass at any of the likely locations, like at the bottom of the rocker, or where it come close to the cowl ? I've never had a Marlin, someone else will have to tell you how many bolts hold the fender on.

Braze
Top and bottom back corners may be tacked, look close I use a dremel so it doesn't removed any metal and I can clean it up easy once fender is off.

My 64 was brazed at the upper fender by the A pillar. Similar body as the Classic and Marlin.
My fender was seated in a tar on the top of the wheelhouse that I used a putty knife to slipin and break the bond.
