The tag codes on the 360 2 barrel and 304 2 barrel are different, I don't have a book in front of me, but most likely jetting only........if you tell me the tag numbers I can pull the P/N and jetting information to show how far off they are.  I can tell you that on a dead stock 360 2V with modern fuels (10% Alcohol) I have had to open up the jet size a step+ to keep the engine from lean surging at highway speeds.

I have 8 carbs but only 2 still have a tag. The numbers are 1RA2A

                                                                                      2DA2
                                                                                      12F27.
Everybody keeps giving me date codes. I can read the date codes. I need the engine designations.

One more thing to keep in mind.....(automatic trans cars only) a 71 2100 2V Motorcraft has a major difference in 72 2100 2V Motorcraft, the 71 carb does NOT have the lever pins to use with a 72 up Torqueflight Throttle Pressure feed back linkage....not sure which way you are trying to interchange.

I found that out, Ross. When I bought my Dad's car, the engine was in pieces. There were 8 carbs in the trunk. I was trying to find one for the 360.
