There will be water in the pump. 
The check valve allows the pump to:
 
Mash the pump down - when you raise your foot, the pump pulls water from the bag
Mash on the pump again, the check valve seals the pump inlet and the water is directed to the washer nozzles.
 
Once the system is primed, pressing down forces water out, when you release your foot, the pump sucks more water into the pump for the next cycle.

Thanks for clarifying. Apparently, my foot pump leaks. On the hunt for a replacement. So far I have not found a new reproduction assembly. Anyone know of a source?

don't know of a source, but another comment on normal operation: don't press too hard too fast... when good they're pretty tough, but you can press REALLY HARD, and pressure could pop a hose or spring a leak.

the potmetal nozzles also clog (they're all ancient). when all's well it doesn't take a lot of pressure to make a good squirt, but after 40, 50 years everything's likely decrepit and needing attention.

it seems i couldn't keep the nozzle clear for a week on my old 63 classic. but the one on my 68 american is about as good as new. i'm just now thinking... hard LA water? i've had this 68 only a couple months so maybe Kingman AZ water didn't corrode it. who knows.

thr washer bag on the 68 long gone. i currently have a 1 qt yogurt container jammed between battery and fender, and a vodka bottle (VERY CLASSY VODKA I MIGHT ADD) rattling around in it, one of those things you do for 5 minutes of testing, hose dipped into it. i might leave it there and just get in arguments that it's factory. it works surprisingly well. Esmond would NOT approve.

I just saw this post from 2 years ago.  It was a great help with understanding the washer pump check valve.  My car had 2 hoses connected backwards, which is why it didn't work.
