How Best to Mount a Fuel Cell?

Bought a Jeg's poly pro-street fuel cell and want to install it in my '69 AMX. I'm planning on mounting it to the trunk floor with a cutout for the rear sump. The sump part will be shielded on the bottom and sides. My question is about the actual mounting. I've got the strap kit for the cell. There are two square ones that go over the top and two flat ones that go under the bottom. Do you mount the flat ones between the bottom of the cell and top of the trunk floor or under the trunk floor? Seems it would be a more solid mount if the flat straps were under the trunk floor. I've also read other forums that say the mounts must be attached to the car's framework. I also wonder if it would be wise to sit the cell on a rubber mat rather than right on the spatter painted trunk floor so it doesn't rub a hole in the cell.
 
Anyone have experience with this?
