Just an update. I put the valve all back together and it seemed like it sealed fine but I think it leaks a little coolant through the core even when supposedly off. The hose off the engine is hot and the return hose is a warm so I'm pretty sure it's leaking through. The rubber part of the valve was pretty hard. It also seems to put warmer air through the vents that just what the outside air is.

Rather than replace the whole thing I added an additional valve upstream of the whole system. I ordered a generic black plastic one off Amazon and plan to use it as a manual switch. In the summertime I'll keep it turned off, in the winter I'll turn it on and use the factory valve for the temp.  It's black and without a cable or anything running to it you hardly notice it.

Is the owners manual different? I'd think it would be, maybe even printed "down there". If you run across a spare (or one on-line/scanned in) I'd like to have one.

The heater is basically like a aftermarket a/c box under the dash. They were also used in Toyotas of the same era. The manual is the same (printed in the USA).
I am not sure what the original valve was because mine already had a Holden valve on it when I got it and the other car didn't have a heater, radio or any accessories.
