so what I have found on the net is the Wagner brake setup has 9inch brake drums

The master does look like it has not been touched by the picture. 
If there were new brake lines installed then there may be other parts in the brake drums installed or installed wrong. If for example someone installed the shoe springs incorrectly, you will have a hard pedal and be wearing out pads.
I'd have a look at each drum and compare it to the TSM for correct assembly.
Also check the brake cylinders for the correct fit and number. 
Does the car coast down a slight grade with the engine off? And will the parking brake stop the car and hold it on a slight grade?

be sure to use the correct page of the tsm. i did the right one use the v8 page and went to the left and used the 6cyc page and had to redo the left side

Wagner brakes are 1/4 inch breeders and bendix are .3/8 .  my car has wagner wheel clys for sure now I got too check what master fly I have
