From what I understand, put vacuum gauge on the engine, see what vacuum is at idle. If say you have 14 in.of vacuum, then use a 7.5 power valve. Rule of thumb is half of the vacuum reading.

there are books put out how to tune a holly carb very good read it tells step by step on tuning carbs jetting and power valve secondary springs

As a production carb used during early emissions days thats to be expected.  And easy to solve.

I think you should go with a dorF Variable Venturi carb.  Now there is one of fords better ideas..  LOL!

My cousin had dual preditor carbs (variable venturi) on his tunnel ram... though they cost a bit and look too good to cover, let alone are pretty tall on their own.

Dont get the VV advantage for a drag car.  Concept is solid for a street engine.  Poor design execution can eclipse even the best theory, though.  Mikuni nailed it for bike carbs.

Just go to Holleys site on utube and look for power valve choices . They will tell you every thing you need to know
