Stuff used to be impossible to find. Seems like Motor Coater may offer it (waiting on a sample), and also see POR sells an engine enamel that looks close. Maybe old news but a few years ago I couldnt find anything except metallic.

It really depends if your trying to be close or restoration.
Close, off the shelf would be Dulicolor engine DE1609. Everyone can see the Ford dark or light blue but this is closer and definitely not Ford. Only a discerning eye can tell and you just ask if they have some color blind issues! Restoration, get it mixed at a local shop. They will have color charts and it will be twice the price for regular enamel that will stand up fine.
