Can someone out there PLEASE tell me how the roof rack comes off of a 69 Ambassador wagon? Do you have to remove the headliner from inside?

If it's anything like my '64 Classic Cross Country I'm afraid the answer is YESCry.  The rack and the strips are all bolted on from the inside.
