It's very unlikely to be a starter problem, and not an ignition problem unless the timing is badly off and causing the engine to kick back, but even that should not continuously wreck starters.

It sounds like an alignment or engagement problem. The first thing to check is make sure the proper stock block plate is there and everything is lined up correctly. The stock block plate provides a proper pilot to align the starter with the flexplate. The 69 engine would have had a BW auto, and a steel plate between the block and tranny about .100" thick. The plate locates on the block dowels in the 2 bottom bolt holes, and the dowels also align the tranny. The 72 and up TF trannys use a different plate, but the function is the same.

Ken that makes a lot of sense. I do not have a block plate. Would I be able to just shim the starter or do I need the whole block plate

Ken is right. And you do need the dowel pins as well

You really need the block plate to do it right. The distance between the gear centers are wrong without it, and another fairly significant thing wrong is the torque converter is pushed .100" too far into the transmission. Hopefully there is enough spare clearance not to have damaged anything.
