could it be the spring is installed backward is there a short and long side of spring or is the center pin centered in the spring just putting out ideas

Short of having a picture,, this sounds like the solution. There is no way that the rear shackle can sit straight up and down with the shocks removed (assuming for the moment air shock also used many times to raise the vehicle) unless the spring was too short in the first place. |

Hypothetically if you have the correct spring, shackles sitting square and the spring shock combination overextends the spring arch (shortening the spring bolt center length), on rebound it could come back stuck in that shortened position.
In many four wheel drive vehicles they put in reverse arch leaf springs as the wheel travel is excessive and the reverse arch prevents this exact "lock-up" from happening. Dave suggesting to take out the shocks should have eliminated this possibility but it still remains if the springs are to spec. and everything else is in good condition, then over exertion of the spring arc is the only possibility for this condition. A shorter extension shock may be the solution.
