Overdrive vacuum switch

I have conflicting info on the OD vacuum switch, part number 316 7316 used in my 63 "twin stick". Is it normally open or normally closed when not in operation? My service guide wiring diagram shows it open, however the one I just received from a parts house is normally closed when I put a meter across it on the workbench. It opens at about 17" of vacuum.
