I am in the process (or trying anyway) to install CC on my Jav.  I got the kit with the replacement stalk and am at the point where I need to remove the Lock Plate.  Is there a way to do this without the special tool called for in the TSM?  The picture in the TSM is too dark to see what the tool actually looks like.

shows one version of the tool in use. Most auto parts places will rent you the tool, they are not real expensive. The set shown does more than just remove the lock plate and was around 80$

I never had an issue removing the lock plate with a small flat blade and forcably pushing the plate in with my hand. I can do the job within a few minutes.

I made a tool for those long ago that's just a flat piece of steel that's bent like this [ with a hole drilled in it to go over the column. I use the stock nut to push it down and carefully use 2 pocket screwdrivers to remove the snap ring.
