If you're not concerned about looks, a few zip ties around the base of that retaining collar on the cable should give you enough resistance to tighten up the cable and allow you to pop your hood a little better. Mr. Ed, I was thinking the same thing as you. There's a low probability that it's stretched, but there may be an adjustor on the parking brake itself that you could make the cable tighter or looser with. Give that a shot.

    Try this: have someone pull the release while you watch the sheathe for the cable at the latch. If the sheathe moves towards the swedge at the latch then you've found the problem. The end of the sheathe needs to be secured in order for the release to release.

how were you able to open the hood?  what did you use?  I have a 1977 Pacer D/L.  I recently put a hose on the EGR valve that was missing and it now seems to be pressing up against the hood latch and it won't open. It worked fine prior to my messing with the EGR valve hose, so it must be that the hose is obstructing the cable somehow.  Any advice would be appreciated!

Do you recall how you were able to pop the hood of your Pacer?  I have a 1977 with the same issue.

If you really need to shorten the cable, ends that will work and a crimping tool are available at Lowes. I just bought one on closeout for almost nothing, so they might be discontinued or went to another brand.

From the Service Manual:  In case of cable failure, the hood lock can be released manually.

Lie under the car,behind the left front wheel and reach through the open area between the engine and dash panel.  Manually pull the cable relase lever down to relase the hood lock.
