After new mc install, the pedal arm doesnt quite reach the brake light switch, maybe 1/8-1/4in. It actually didnt reach it with the old mc either, but there was no brake fluid present and the pedal had no pressure behind it. Is there supposed to be a rubber bumper like most cars today or was it direct pedal arm to plastic button?

If no bumper was used, I suppose you just adjust the brake light switch bracket?

Yep, adjustment is done with the switch depth on the bracket.
