I would like to know if there should be any amount of "Free Play" in the movement of the Sway Bar on a 1974 Javelin? All the mounts are tight and the bushings look to be in good shape, but there is some play if I move the bar by hand, is this normal?

Dickie..NO...if you can move from front to back or side to side the end links of frame bushing should be replaced.  End link kits are cheap, even in urethane and so are the frame bushings.  Here is rock auto...but they don't have the frame bushings.
 
or go to ebay and get the end links and frame mounts by Prothane, in black, so they look rubber and for about $30 you got it all to.  Just measure your sway bay diameter to make sure you get the right ones.

Although the movement is only what I would consider "Minimal", I thought there should be no free play at all. 
The car seems to steer, drive, and track normal down the highway.

Ross, Are there any safety concerns regarding this free play if left uncorrected?

I just checked, and I believe that the End Links are good, but I think the rubber bushings in the frame mounts may be the sole issue, as they look a little cracked.

I know that the rubber bushings in the mounts have never been replaced.

Dickie, measure the diameter of the sway bar. Your local auto supply should carry the polyurethane bushings and maybe even the stock rubber ones.

The tighter the suspension the better!!!!  Just going to Urethane End Links can make a big difference and if nothing has ever been done, I am sure it would be an improvement.

Yes, the "40 Year Old" bushings show a little wear/tear.
I am going to replace as you suggested.
