Is the 69 Rebel clutch linkage ( swing pedals to fork) the same as 1970 Rebel.
I know that 73-76 Matadors are NOT the same as the 69..
Where does it make the change 70 or 71

I know the pedals from a 69 will work on a 74 Matador but I'm not sure on the linkage.

If you are looking at part number by part number, from a 1969 set up to 1970, almost every part is different, that is not saying you can't make work,...

FAST 401:  Are you saying the hanging bracket  built into the dash structure will support a direct bolt in of the 69 pedals on a 73 matador.. the clutch rod extends to the right hand side of the BRAKE swing pedal. on the 69..
where as the 73 book shows clutch rod pushing through the firewall on the left side of steering column. ?    I have all the parts for a 69 just have to cut a hole for the clutch rod to go into firewall
on the right side of column,,,,there's a blank knock out in firewall on the left side just above the dimmer switch area( left side of column).

Are you sure on that 69 going thru the firewall to the right of the column?
I ask because going by Javelins 68/69 and 70 I have to go down to check mine but I am sure the rod goes to the left of the column.

Now I do know, again from Javelin, 68/69 are the same and 70 is different but they do swap as a whole as the linkage is different between them.

I just can not see why your 69 would go to the right of the column.
I would not trust pictures.

I have the 69 pedals in my garage and it has a rod that the brake PIVOTS on but he clutch rotates WITH the rod and ANOTHER  lever is clamp -fit on the end that has the rod that goes through the firewall.. seem dumb to me.
The 69 CLUTCH pedal ARM dont have any holes drilled in it .
If you have a TSM 1967-69 it shows this set up.
