Do I dunk this in oil, squeeze it out, and stuff it into the crank? Or do I wipe it lightly with oil? What's the procedure for this?

soak it in oil and stuff it into the rear of the crank..

I soaked mine in gear oil, as its' heavier. But, I wouldn't advise putting it in dripping wet, just damp. If the oil gets on the flywheel or clutch disc (if you have a MT), then you will have more work on your hands.

I didn't have a wick for the car when the T5 was installed, didn't know there was supposed to be one.

I packed some white lube inside the recess, just in front of the bushing and just enough to keep some in there, but not enough to flow out around the input shaft. So far, about 5000 plus miles later it's still OK.
