Mounted a set of 29 by 10.5 slicks on 4.5 0ffset wheels on my 68 AMX. Bearly clears the springs but sticks out about a inch. Looks like a better choice would be a 28 by 10 and that would be cutting it close.

You did not say what this is on.
I run 28x9x15 on my 70 Javelin and IIRC the wheel is 8"
I think it fits pretty good, clears the springs and the wheel well with out hanging out side the body.
I do get just a little rubbing on the right tire on the vary front at the rocker as it just takes the paint off does not markthe tire. I think it happens on take off from the line and yes I had to cut the wheel well front & rear to fit the 28" tall tires.

68 AMX the current slicks are old just put on for a test fit. If I trim a small amount from the front I could probably have enough clearance but a better choice would be a 28 by 10 or 9.

run a 275-60-15 drag radial, they don't "grow" like a slick does and the car will go quicker/faster and be more stable on the top end, seen it here a 100 times

When I did the slick fitting way back then IIRC I had to trim front & rear of the wheel well for the 28" tall slick.
Also when I first started to bild my car there was a 9" slick class and why I have that size tire.
 
I have not felt any "top end unstable" with my tires. Then again I dont have a high HP motor and just under 100 MPH. 
I dont run my slicks that low on PSI where they "wrinkle" with just the weight of the car on them, that shows the PSI is too low in my book. If you do have to go that low to hook up I would look at a different tire either size, compound or maker or all of them.

Plan on running a drag radial got a friend who runs them on his camero might do some measurements on his.

Yup! I have m&h race masters (275/60/15) I run on the street and the stickey mickeys (28/10.5/15) for the track and they both fit well, but I noticed when I let a little air out of the slicks they get a little close to the leaf spring. But I never had any scrubbing issues. I'm running a 15x10 telstar with 5" backpacking. It's on a 80' spirit though.

... Kinda. Most radials tend to have a rounder shoulder, where a slick will be squared off. Most of the time a 275/60/15 will be easier to clear than a 28x10.5 slick. This really gets thrown out of whack when you consider that some slicks and some drag radials don't measure quite what they should.. for instance I used to crew for an X275 team that had a set of somewhat experimental Goodyear 275/60-15 radials that were mysteriously the same size as a set of 325/50/15 Goodyear radials we had sitting in the showroom LOL! We were calling them "275W's".
