If it is in fact the pump load causing it to stall, then it's the fault of the engine not producing enough power ( for one reason or another) to turn it.

Well, I guess when in doubt then rip it out. Quicker than troubleshooting it.

It may not be the pump if removing the belt fixes it. It may be (and is more likely to be) a problem with the steering gear box or bad hoses.

No doubt you won't steer it well. A power box doesn't turn into a manual box by disconnecting the belt.

It takes a lot of effort to turn a car with power steering when no fluid is being pumped. Draining the fluid out of the system will help some but because power steering boxes are geared higher than manual boxes, you have less mechanical advantage.

In any event, you need to have a system pressure test done to see where the problem is. Unless you have trash in the pump or plugged hoses, most of the problems that cause excessive pressure are going to be in the steering gear. Also, there is a good chance that both the pump and steering gear are bad since an internal problem with one usually sends trash into the other. Rebuilt parts are not terribly expensive and you should be able to get a rebuilt pump, steering gear, and new hoses for about $250 - $300.
