You can try a little ATF or WD-40 sprayed into the vacuum connection on the wiper motor, but that (or disassembling, cleaning, and new grease) is a band-aid that may last a day or two, may last a few months at best. You really need a rebuilt vac wiper motor if using the vac wipers. As 990V8 says, with that (and a good booster fuel pump) the wipers will be very good. No delay, but variable speed! If you find the booster doesn't work on the fuel pump (wipers slow way down/don't work under acceleration... they should slow some but continue to work), you either replace the fuel pump, get a half gallon ("juice can") vacuum reservoir (it will help, but only good for modest hills/acceleration spurts), or an electric vacuum pump. The electric pumps are made for power brakes, but can be used with wipers. I'd use a small reservoir between the pump and wipers, but not necessary, just need a check valve.
