I am building a Jeep . 72 304 t-176 trans. I got the bell housing from 76-79 (not sure exactly) are all the starters the same?? Autozone shows they changed in 77. I ordered high torque from Jegs. it says fits all early V8s .am I good??

I would say yes. I know in 87-88 they changed to the Mitsubishi starter, and they also changed the flexplate..so I know in 72 -79 use the motorcraft..

Confirm the correct number of teeth are on the new mini-starter

Correct (9) Tooth vs Incorrect (11) Tooth
1988 AMC started using different Starter / Ring Gear
Maybe the (11) tooth gear is for 1988 and Up
Early starter 1987 and before require the (9) Tooth

As an FYI, I have two PowerMaster 9515 starters. One has 11 teeth and the other has 9 teeth. The 11 tooth one is offset in the pilot diameter while the 9 tooth one is centered. Power master told me that the smaller tooth count was so that the design could be changed to allow for their clocking feature on the 9 tooth version.
  
That said, they both work well at turning the engine over but, neither will disengage from the flex plate. I have tried shimming them but, that didn't work and have tried wiring them several ways, even isolating the IGN wire through a relay but, that doesn't work either.

Anyone else ever had this problem?

Ford changed the Motorcraft starter design and moved the connection off the starter frame to just off the brush end of the starter. A few other changes internally, etc. 
AMC started speccing the same starters for all in the late 70s as I recall but like mentioned there was a change in about 87 - I suspect for the Jeep's 4.0 and it's different starter setup.

Watch Motorcraft starter drives - not the number of teeth but the orientation of the piece that the movable pole shoe fork uses to engage the drive. One is cupped in toward the drive end, the other is cupped away from the drive end. 
Sit an AMC starter drive on your bench with the gear up and the tabs that ride the movable pole shoe fork rest on the bench. Do the same with the ford drive and they do not touch the bench - that piece is reversed on starters made for Ford vehicles. 
Totally changes how far the gear goes into the ring gear or doesn't go into the ring gear.
