Guessing that's for the intake/exhaust manifold connection, if you've got that style. Looks like what was on my stock intake (1976) when I got rid of it and went to later year version/header.

both the manifold and intake are from a 83

the gasket didn’t come off what I removed so I’m guessing I don’t need it?
Just wasn’t sure If the previous owner whom installed it forgot to put it in

Nope, not needed for yours. You might want to block up the EGR passages on that 83 intake if you're not putting EGR back in operation. I ran that exact intake for a while, thought it worked great, and I couldn't tell the difference between it and the Clifford I had been using, with the same Weber 38 installed.
I liked having the water circulating, but I never got around to hooking up the electric heater under the carb because it would have needed another relay and more wiring. It never seemed to matter though, even in some really cold Oklahoma winters. Good luck with it.

Look at the big plugs at the start of the #1 and #6 runner curves. Those are ports typically sealed in place with threaded pipe that gets clamped from the water pump and heater valve routes. If I remember correctly, the design is to cool the intake from errant hotspots associated with being so close to the exhaust manifold. I consider it to be a form of insurance.
