if literally nothing ignition wise is happening now when you turn the motor over, take the distributor cap off and make sure the rotor is even turning.  I agree that the carb choice is not the best, but I'm thinking this is a timing chain and or distributor gear issue.  I'm also gonna take a wild guess that the lowest compression results are on the #6 or #8 cylinder too...Still, like the others have said, you've got plenty of compression left to get the thing fired.

you say no spark at all is it possible the coil pick up in the distributer is bad that the thing in the center of distributer it can be checked with a ohm meter or rotor is bad I have seen were they burn a small hole and all the spark go's to ground look for carbon tracks from the arc on the inside of rotor

It will turn over just fine no problem. As far as the timing chain I installed it and know for a fact that it's correct. Im by all means not the best or know it all but I know a good bit to get things fixed properly. This Jeep has had a lot of people stumped. Thanks for the feedback.

I agree with all of the above. Check that distributor is turning. Check the firing order and that #1 is firing tbc on the compression stroke. Check that you actually have spark with a timing light. Check that the carb bowl is full by looking for a stream of fuel when you goose the throttle. All the basics.
By all means do a compression test. You don't want the engine to run for the test. Disconnect the primary side of the coil.
