I added an inline transmission filter because they have a bypass built in or when the filter clogs, your line will blow off!
I park over a bucket with my drip pan under that and with the motor not running, I remove the line and turn the steering wheel back and forth till nothing comes out. Attach hose. Refill and run the car while turning the wheels back and forth numerous times. Shut off and do it again. I use actual PS fluid because ATF is thinner and can foam up/cause steering whine.

You could take a turkey baster to empty the tank and maybe suck up some junk in the process.

Maybe there are other ways like remove the return line and pump it into a bucket while operating the steering with the tank continuously topped up?

I went in for a transmission flush some years ago and they made the mistake of tapping into the steering lines. They had oil pouring out the top of the pump and it failed soon afterwards, leaving me wondering if that was the cause of it. Nothing whines like a Ford pump.

I used a bottle from a vacuum cleaner shampooer that had a fitting I attached a suction hose to and another I attached a suction source to (often a port on the intake of an old Chevy 6) Then I would dip it into the oil and suck it up till the bottle was full (2 quart small mouth Mason jar fit on nicely) Worked good for that and priming my well pump too when water level got too low in summer.
