EGR solonoid vacuum leak?

Trying to chase down what seems to be a vacuum leak that is making my '99 XJ (4.0/auto 4x4) idle at 1250 RPM. Throttle body is super clean, so is Idle Air Control sensor. Throttle position sensor is recent and there are no codes from the computer.  Both vacuum lines from the intake go into this EGR solonoid. Could that solonoid failing cause a leak? Anybody have this issue before?
