Either the pads have not been broken in, or some grease, oil or brake fluid has contaminated the brake surface. If disc the back side may have what you cannot see.
Redo your break in procedure again in a empty parking lot or a dead end road to see if the symptom relieves its self.

Check wheel bearings torque first. My next guess is warped rotor/s. Did you use a torque wrench on the lug nuts and use the star pattern tightening sequence?

You may want to double check the tires- maybe a wheel weight has come off or an internal belt separation could cause similar symptoms. Just a thought... Bruce

You said nothing about when or where the rotors came from. But it is not unheard of that the rotors will warp from the heat of stopping the car and when cooled down un-warp. But this usually pertains to rotors some what recently purchased at least as far as prior to the first time they are used.

Torqued the spindle nut to 25ft/lbs and backed it off 1/3 turn, then tightened to 10in/lbs as the manual says,
IS this correct ?

Don't forget the rear drums. If out of round that can cause a shake. Enough that it could be felt in the steering wheel, even though it is on the opposite end of the car.
