I would add just this. Before checking end play rap each axle shaft smartly with a soft hammer to seat the opposite bearing race.

Yes absolutely - a brass hammer or a heavy rubber mallet to get the bearing races out against the "stop". Do each side - one then the other. 
THEN check end-play. It can take a decent smack to move them, depending on the fit of things, but like the man said - SOFT hammer, so as to not screw up the end of the axle.

Or a block of wood between "hard" hammer and end of axle... A 2# shop hammer works nicely.
