It won't matter which intake plate you use. The Weber may bolt to the Carter WCD intake plate, but you'd still need a spacer. You can actually make a flat aluminum plate (should be at least 1/4" thick, 3/8" would be better) to fit on the top of the intake and drill it for whatever carb you want. I've done that -- still have one drilled for a pair of 1V Carter YFs. There will still be a problem with clearance between the carb and valve cover. At least with the 58-63 Americans there is plenty room vertically to raise the carb. On a 64-65 American there may not be.
Something about the way it sits the carb and the valve cover issue to boot.
I'm sure if someone were to email Tom directly and ask him he will come on and chime in. I'm pretty sure he is busy with job, life, etc, right now.

You will also need to raise the carb up with a spacer(s) if using the 2bbl manifold. Because of the proximity to the valve cover the carb would bump into the valve cover - which is why the jeep adapter makes the 1bbl intake work.

I haven't personally tried putting any other carb on my 2bbl intake - but just looking at it i definitely see clearance issues at the least.

Now that I finally have the T96 rebuilt I'm going to investigate different fuel delivery methods. My machinist friend may help me design an intake for fuel injection. Fuel injected rambler managed by megasquirt sounds like fun. . .
