Yeah, I think we’re going to try that again now that we have heavier springs in the distributor.

Have a read of the Park to Neutral section in this article:

If your transmission control is not providing the leak down your going to have load on the engine as the torque converter is full but there is also clutch pressure to stop you from moving or the pin in.
Just throwing this out there for the experts on this transmission, but I see a possible cause for the symptoms.
I admit this is not my area of expertise, but the transmission seems to have had issues in the past and a new torque converter would not fix this issue.
Thoughts? Not possible?

I also realized last night that the 304 that was in it also had some kind of cam, so it could have been dealing with the same situation with the other engine.

Hmmm, all AMC V8's seem to have "some kind of cam" in them.....

But seriously, I am suspecting the idle compression is the issue.
"HOT" cam timing can make idle power so weak as to cause your problem.

That is why I would like to see what the cranking compression is.

You said you put heaver springs in the Dist. Check the timing in neutral and in gear. IT should not change.

Put the rear wheels in air put in gear see if it dies. Also rev it up a bit in neutral or in park if it really wants to creep there's something locked up in a clutch or line pressure way too high or cross bleed like ripped loose or blown separator valve body gasket or something. Is the tv adjusted right. Does it shift fine at correct speeds throttle etc. shouldn't drop 500 RMPs even on a real tight trans espescially if motor is right

Small amount of creep on TFs is common but a lot is bad

How is it non lockup. I thought 998s and 999 were lockups

999s were lockups used behind six cylinders.

998s were not. They were used behind 304s a heavy duty case version of the 904 with steel caged planetary sets and an extra high gear clutch disk.
