Seat belt buckle retainers or ashtrays for the idiots in the backseat... your choice.

My guess would be for the head of the seatbelts.

There should be magnets there that the seat belt latch sticks to.

Kind of silly, but this was back in the era when you would not get a ticket for not wearing them. I am missing one. Any guess on where I could find one?
