1971 javelin automatic shifting problem

The problem I'm having if put the car in D drive and go the transmission does not seem to shift into the next gear. BUT If I put the shifter down in 1st then and then into 2nd while driving its seems ok
don't know why it does not go through the gears normally when in Drive

Any help.. comments?

Modulator valve or vacuum leak.
71 Javelin SST body
390 69 crank, 70 block & heads

If that doesn't do the trick, pull the valve body and clean thoroughly -- could be a sticking shift valve. I bet replacing the modulator and/or vacuum line will fix it though.
